It can be a dubious achievement award, e.g., one of the previous awards was for the ridiculous amount of flat tires the recipient had.)

It can also be meritorious, e.g., doing a lot of positive things for the club, etc.

It can be for a rider who has moved up significantly in their riding skills and mileage, e.g., most improved.

Lastly, since the person who makes the decision is the current holder, it can be a revenge gift, e.g., get even (in a nice way) with someone who may have been somewhat responsible for their getting the previous year's awards.
